Q5: Your ALB is routing most traffic to only one target, even though others are healthy. What’s going on?

A: I think sticky sessions could be enabled, which cause traffic to stick to one target. 

I’d also check if cross-zone load balancing is disabled or if the load balancer is in a single AZ.
