You are incorrect, the Second Amendment does indeed protect the right to obtain arms.

Tench Coxe (a colleague of James Madison) listed the right to "own and bear arms" as one that "belongs to all."

Continuing, he stated there is a right, even in peacetime, to "PURCHASE, keep, and use arms of every description."
