Once again, no conspiracy, no evil, no supervillain, just incentives. But you raise an important point: NGOs have been given way too much impunity and low requirements on transparency. There should be harsh consequences for NGOs engaging in corruption or any illegal activity. And one could even imagine making wealthy donors responsible for the actions of the NGOs they back if they donate large sums of money (for example > 1M). If you donate such a large amount to a cause, you bear the responsibility of their actions.
