Extrinsics can be one of X distinct types:

Signed Transactions
This must contain the signature of the account sending the inbound request to the Polkadot core code, and the account is required to pay the transaction fee, hence, the account must have funds.

This is the way the majority of users will interact with Polkadot.

Unsigned Transactions
This type does not carry any information about who submitted the transaction, since it does not require a signature.
They are used in special cases where 

Inherents
They are a special type of unsigned transaction made by block authors which carry information required to build a block, such as timestamps, storage proofs, etc.
