There isn't evidence that the Balfour Declaration itself directly shaped or established apartheid policies in South Africa, but there are strong historical links between British imperial strategies, the Balfour Declaration in Palestine (1917), and the development of segregationist frameworks in both regions. 

Key British officials involved in South Africa’s early 20th-century administration also played roles in shaping the Balfour Declaration, and both policies were underpinned by ideas of settler colonialism and racial hierarchy that influenced governance in South Africa and Palestine. 

So while the two systems arose from similar imperial attitudes and some of the same figures, apartheid in South Africa was a distinct regime—with its own local precedents—that paralleled but was not a direct continuation of the Balfour policy.
