the modern concept of "soft power" has its roots in 1970s japan, where it was called "feminity" - as opposed to the "masculinity" of hard power. this is interesting because in shinto, the most powerful forces/divinities are often feminine or androgynous; the sun goddess amaterasu being a prime example. i think this is worth exploring further, especially in the context of "steerability" and collective motion
