The report Tulsi Gabbard released claims to show top Obama officials manufactured and politicized intelligence to create the Trump–Russia collusion narrative, with her office alleging a "treasonous conspiracy" and referring evidence to the Justice Department. 

However, while the documents include intelligence assessments that downplayed Russia's impact on vote outcomes before the 2017 official report, mainstream bipartisan investigations—including the Senate Intelligence Committee review—previously upheld that Russia interfered to assist Trump, and leading Democrats are calling Gabbard's charges baseless and politically driven, so her interpretation of the documents is very much in dispute and not universally accepted as fact.
