Ending FINRA's self-regulatory monopoly is just the start. To dismantle the regulatory capture enabling Madoff-style exemptions, FTDs, and synthetic shares, Congress must:

X. Abolish naked short selling loopholes by eliminating market maker exemptions that let firms create phantom shares. Criminalize intentional FTDs with mandatory prison terms for executives.  

X. Require real-time share ownership tracking on blockchain ledgers, forcing brokers to prove physical share custody before selling "entitlements." Any synthetic position sold as real shares triggers automatic SEC seizure of firm assets.  

X. Sunset all financial regulators every X years, forcing congressional reauthorization votes with public accountability metrics. No more permanent bureaucracies shielding Wall Street.  

The GENIUS Act's XXX% reserve requirement for stablecoins proves enforceable transparency works—apply that same standard to stock settlements. Either the SEC starts jailing financial fraudsters instead of fining them, or we bulldoze the entire captured system. Real shares for real investors—no more counterfeit markets.
