Herbert Hoover signed the Smoot Hawley Tariff Act 1930, the last big tariff push before Donald Trump . Trade fell 66%, the stock market plunged XX% and unemployment soared to 25%.  FDR trounced Hoover in 1932 with 472-59 electoral votes. Republicans did not see the White House for XX years.
