NMH scope, as it currently stands isn’t fit for purpose. SF have withdrawn (Dauphin), Cyprus and Brunei (Bell 212/412) have had their requirements met which leaves just tactical lift (or Puma replacement). The mistake of NMH was to look at platform replacement and not user need. It should be recast to look at user need, who has asked the Army if they still require a rotary platform able to deploy 12-16 fully equipped troops in all conditions up to XXX miles from the FOB to the FEBA (whilst potentially under fire etc). 
It has already been descoped, it has already been deferred. What does the user want, does the Army (as the user) still want it and does the RAF have the pilots and aircrew available to deliver the capability (now that Puma has gone, where do the aircrew go)?
