$150M Deployed - But Did It Deliver?

Since 2023, Arbitrum has rolled out nearly $150M in incentives to grow its ecosystem. From STIP to LTIPP, these programs aimed to boost liquidity and onboard users but results have been mixed.

@dl_research and @castle_labs, as part of the ARDC, reviewed these efforts and compared them with other ecosystems like Optimism, zkSync, Sonic, and Avalanche.

What Happened:

🔹️June 2023: Camelot sparked incentive discussions.

🔹️Sept 2023: STIP funded 30+ protocols.

🔹️Late 2023: LTIPP introduced structure and reviews.

🔹️2024: Overlaps, confusion, and a proposed "incentive detox" led to a pause and reevaluation.

Key Issues Found:

🔹️Programs overlapped, lacked coordination, and had no unified tracking.

🔹️Some teams couldn’t manage or measure impact.

🔹️No standard metrics made analysis tough.

🔹️Timelines were too short for lasting value.

🔹️Many lacked DAO-wide strategy - funding favored bigger names.

Bright Spots: Some teams saw real growth using token locking, milestone rewards, and launch support.

What is Next:

ARDC recommends:

🔹️DAO-led, outcome-focused goals

🔹️Clear metrics and public dashboards

🔹️Flexibility to adapt mid-program

🔹️Dedicated operations team for oversight

Incentives got Arbitrum moving but smarter, streamlined strategies are needed for lasting impact.
