On the other hand, particularly in biomed, the data is often too specialized to be outsourced (and this is possible a separate problem to be considered).

I oversaw the TBI health surveillance team for DoD. Crack team of PhDs (and some highly experienced individuals w/o PhDs) who knew every nuance and assumption of the mountain of data that came in from various sites each month. 

The HQ decided to hire a cheaper group to replace. Their first effort was different from my group's monthly report. "Let's have the groups get together", I suggested. 15min into the discussion the new group noted that no one told them that the data wasn't standardized. The complexities weren't written into the contract, and they need to mod it for higher skilled individuals who would need to be trained by my group.

Point being, sometimes generic data science is insufficient for complex systems and data flows. Maybe you don't need a PhD to handle it, but you need to understand that data from 100+ clinics probably has 200+ variations of workflow and interpretation. 

Tasks that can be easily outsourced in one industry or setting may represent someone working to the top of their degree and training in another.
