Back when nobody paid attention, there was this 1996 USDA memo—never made the news.
Said something about “pilot indexing of nutritional dependency across ZIP clusters.”
Didn’t sound like much. Until you read the side note:
“Potential long-term behavioral profiling via benefit correlation.”

A guy I met at a rental office in Prince George’s County once told me—
“They don’t track what you spend. They track what you don’t.”
Kinda brushed it off.

But then this pattern pops up:
Same towns. Same discount stores. Same weird price surges right before benefit reload days.
And somehow… every damn time, the cameras at checkout? Offline.

They want folks to believe the program’s about help.
Meanwhile, they’re harvesting non-spending anomalies like it’s predictive intel.

This ain’t about fraud. It’s about forecast.

But go try digging that memo up now.
Even the archived USDA site won’t load that section.
