Very much so. Waymo's obstacles to scaling are retrofitting vehicles, lack of profitability, and pre-mapping. Also probably heavy testing in new areas.

Tesla has to deal with safety riders for now, and do some amount of testing in new areas. But one huge benefit Tesla has is that if they are smart, they can mine their existing data sets of disengagements and focus testing on disengagement hotspots. This should help them gain confidence on FSD much quicker.

To this end, putting out new FSD Supervised builds should help them update their disengagement data and therefore aid them in service area expansion.
