Maimonides (Hil. Melachim 10:7) forbids a Jew to cheat a gentile, then immediately adds "but if caught, return the money to avoid chilul haShem"—revealing the real motive: optics, not morality. Bava Kamma 113a/b sanctions lying to gentiles in civil matters "mipnei darkhei shalom" (a Talmudic escape hatch). The Shulchan Aruch (Choshen Mishpat 348) codifies that a Jew need not return an accidental overcharge to a gentile.
