Balaam helped negotiate the release of some political prisoners. It appears that one of the pre-conditions for release was admission of guilt; even when these people still maintain they didn’t do what they were accused of doing. A lot of them maintain their innocence but they say they had to confess to get out of jail where they’d spent years. The individuals that refused that option are still in jail. Yes, Hon. Balaam took the fall especially from some activist circles and from opposition political actors. Other circles saw his efforts as very laudable, pragmatic efforts to solve a seemingly intractable problem of political prisoners in Uganda. It’s a deeply disturbing human rights situation rooted in our partisan politics. The responses are, unsurprisingly, also deeply partisan. Hope this helps.
