I scaled a tech startup to $10M in ARR between 2016-2023 in Kenya. Ended up doing $200M in Africa. XX% of that came from BFSI/Telcos. We tried selling to govt and the need to pay bribes was not worth it. Sold to Treasury IFMIS through a channel partner -100M KES Deal ( am sure partner paid a bribe). To date they have never used it. Whoever in government needed a bribe got paid and that was it .
