Key Points:

- Requires XXX% reserves (U.S. dollars or Treasuries)

- Public monthly reserve disclosures

-Clear consumer protection rules (no misleading claims)

-Federal and state rule alignment

-Anti-money laundering (AML) + sanctions compliance

-Emergency powers: issuers must be able to freeze/seize tokens if ordered

Goal: Make U.S. the crypto leader + strengthen the U.S. dollar as the global reserve.
