The U.S. Department of Defense (DoD) designates firms with ties to China’s People’s Liberation Army (PLA) as “Chinese military companies” under Section 1260H of the NDAA. Two such firms—DJI (drone-maker) and Tencent (tech giant)—have already spent $XXX million lobbying Congress during the first half of 2025. 

DJI vigorously lobbied against the Countering CCP Drones Act, which targets its drones over concerns that their data-collection capabilities could feed into CCP surveillance. 

Independent researchers, including reporting by The New York Times, have flagged DJI’s data-collection app as a potential conduit to the Chinese government.

Question do we spend millions lobbying the Chinese government for ways to stop laws that limit our spying on them?
