He was too worried about "bad PR" and "blowback" if they failed. Those absolute heroes thankfully acted on instinct and did the right thing when they saw Phillips and his crew about to be killed, saving them all with some of the best and most well-timed shots imaginable. Then Obama took credit for this mission (and for giving the order to fire) in front of the entire world. Now, I can absolutely GUARANTEE you that if they had failed in any capacity that he would have distanced himself from taking responsibility for this decision. He likely would have claimed that they "disobeyed orders" and tried to make an example out of them. This wasn't even close to the worst thing that Obama did involving SEALs either.
