The bill establishes a federal "strategic bitcoin reserve" and a "national digital asset reserve" to develop a regulatory framework for stablecoins "anchored" to the US dollar, requiring stablecoins to be supported by liquid assets such as US dollars or US short-term Treasury bonds, and requiring issuers to disclose stablecoin reserve details on a monthly basis. However, the bill prohibits the Federal Reserve from issuing central bank digital currencies on the grounds that central bank digital currencies will give the US federal government the right to monitor, track and even control private financial transactions, thereby infringing on personal privacy and freedom (so, this bill is for money laundering, crime, and secret transactions of the rich?)
