Yes, I agree, technology alone (without the support of community and money) won't be able to succeed. This is what unfortunately happening with @ergo_platform and @RosenBridge_erg. The first team for many years is developing powerful PoW blockchain with smart contracts, and the second team built the most secure bridge (and basically the first bridge) between BTC <--> Cardano <--> ERGO <--> Ethereum blockchains. But because they don't have huge investments, they are still floating not recognized by the wider crypto community.
