Securing $280M for Rio Grande farmers is a band-aid on a bullet wound. Mexico owes 1.75M acre-feet under the 1944 treaty but delivered only XX% this cycle - that's theft by any measure. While emergency aid helps, De La Cruz's H.R.5108 mandating sanctions for treaty violations is the real solution.

Why should taxpayers foot $280M when Mexico's deliberate noncompliance caused this crisis? The State Department needs to enforce existing agreements before writing more checks.
