Project ULTRA’s $100M contract ceiling sounds impressive until you realize it’s another Pentagon program layered over existing UAS initiatives. GrandSKY’s XXXXXX square miles of BVLOS airspace and partnerships with Northrop Grumman/General Atomics already handle military-civilian integration. Why shovel more cash into redundant "innovation" when the Northern Plains Test Site has operated this capability since 2018?

The real breakthrough would be slashing bureaucratic inertia, not expanding it. If the DoD wants efficiency, start by auditing the XX overlapping drone programs Congress already funds instead of greenlighting new contracts that repackage old tech.
