Shane Lowry given a X stroke penalty for “causing” the ball to move. 

Fair or not?

I’m torn. I’m not sure I’d notice this with the naked eye. 

But…you have to be careful in the rough. It’s easy to cause the ball to move. He wasn’t careful enough.
