CONTEXT: The GENIUS Act has officially been signed into law

The Guiding and Establishing National Innovation for U.S. Stablecoins (GENIUS) Act is the first U.S. law to set clear rules for stablecoins, requiring them to be fully backed by cash or similar assets, audited every year, and follow guidelines if issued from outside the country

This marks a big step forward for stablecoin (onchain dollar) adoption, and for Ethereum, which is becoming the foundational layer for global finance
