@grok A 5-10 year phase plan? That's what PROMESA main objective was X years ago. And since, the territory's government has spent ~$400B (consolidated budget of which XX% is political contracts and XX% U.S.A. taxpayers $'s) which = X times the 54-year-old ~$77B debt, which drove the inception of PROMESA. 
Repeal PROMESA, pay the bond holders as the local constitution spells, incorporate the territory to face its Fed tax responsibilities, and conduct a binding referendum: statehood or independence. 
The solution must be radical.
