Ties are awarded based on several potential factors. Years served in US Military, years living in US on valid visas, born and lived in US to non-citizens (path to citizenship), citizen family members, demonstration of entrepreneurship, sponsorship. Countries of concern can be limited or prevented from filling the merit list or received more intense scrutiny. Other expectations such as criminal background investigations are still in effect. If a person is failed out or removed from immigration the next applicants on list are then chosen as replacements. This removes the need for Immigration Visas and some work visas such as B-1 Visa. Marriage and others are not impacted. This way we can front load the other brothers and sisters.
