Here's the weird part. The entire dispute is about classification.

The CBSA classified the dog toys as "other articles of vulcanized rubber" (Tariff Item 4016.99.90).

Dollarama argues they should be classified as "lawn-tennis balls" (9506.61.00) or at least "other balls" (9506.69.00). (4/9)
