I believe Ed posted this helpful chart the other day. Uber seems to be trying as many options as possible, to see what sticks.

This NURO , Lucid arrangement just adds another one to the list. That seems to have a low chance of success. Nuro looks to be the weak link in the chain. 

Uber has just recently become profitable, and the other two partners are not.
Even Waymo has been unable to generate any Robotaxi profit.
