This is a normal request from any state. However there are caveats in Syria and it's not as simple as it looks. Jolani himself recieved a modernization and transformation course to integrate the international society, and he got honored by Trump and MBS and Macron and the world community. His public speeches are succinct and perfect. He calls for national unity, considers minorities as his brothers and as an integral part of Syrian society, etc. His public discourse is excellent. However: this is only him. His armed troops and followers did not recieve the modernization courses. They are still the same Al Nusra militias in their mindset and behaviors. This subset of society is witnessed across social media that all of you can see : spreading sectarian vile poison and hatred, publicly posting videos of themselves committing crimes and labeling entire sects as enemies, etc. This behavior started with the massacres of the Alawites, after the Alawites accepted to law down their arms. What happened in the Syrian coast is that some elements did not lay down weapons and ambushed Jolani forces. Then the retaliation was brutal and massive by the supposed "reformed government security forces". Syria just got out of a civil war. Nobody trusts eachother. So it is normal that there are still people who refuse to disrarm, especially that they know very well that takfiri and sectarianism is rampant inside the government forces. So Jolani, despite his perfect speeches, did not reform his forces, which eliminates trust. He is the government and the responsibility is on him to restore order and confidence. The Druze saw all that, and obviously refused to disarm and by the way the majority of the Druze did not enlist in the previous Army of Assad. XXXXXX fighters stayed independent and didn't participate in the war against rebels. Given all this context, the Druze want a deal with the government without disarming themselves because there's no confidence yet. The current war started because of kidnappings and theft that was happening on highways that go out of Suweida, which made Druze forces attack government checkpoints, and then the ball escalated out of control. It was supposed to end, but Al Hijri attacked Bedouin tribes, which made them mobilize across all of Syria and here we are now waiting for a bloodbath to happen. It is now a full fledged sectarian war of reprisal killings and hatred spread across all provinces. In Aleppo, the university president had to come out and tell his students to stop sectarian fights in the university, where there's only students that are uninvolved in all the violence, yet they fight eachother based on sects. Israel, in all of this, is the biggest winner, as it infiltrates Syria through the sectarian speech and exploits in the spilled blood. It conquers land unhindered, undisturbed, with full confidence that nobody's going to touch their forces as Syrians massively mobilize on eachother and not on Israeli forces.
