WWE's plan is reportedly to build Rhea Ripley, Jacob Fatu and Bron Breakker to be the next crop of WWE headliners:

Besides the current headliners like Rhodes, Rollins, Reigns and Punk (given Cena leaves at the end of the year), the idea right now is to groom Ripley, Fatu and Breakker to be the people to be with them and eventually in those spots.
