Running the Fed is an incredibly hard job.  You need XXXXX Phds and a whole host of advisors. And large buildings to house them.

On the other hand, you could just use this:
X. Is 2yr note yield >25bp below FFs?  Lower rate.
X. Is 2yr note yield >25bp above FFs? Hike rates.
