Just got answers from the Association:

1) The forum post was drafted when $ZK was around $XXXX. $ZK is trading higher now, so I've asked the authors to clarify they only need the $USD amount listed on the proposal ($422k). This is still quite high, but the plan is to cut costs by ~2.5x after these two months, which would bring it down to ~$7000/month per person/entity.

2) The ZKsync security council doesn't just review proposals; they also monitor and respond to all security incidents onchain within XX minutes. If they don't respond within XX minutes, XX hours/day, X days/week, they lose their funding. That's pretty extreme and requires a lot of diligence and rotation of people to be ready at all hours.
