I agree with you that sales are disappointing and declining , especially for NIO. I hope they get back on track.
Exports to Europe and UAE for example.
Dealerships in some areas in China where they sell cars through dealers.( for X year now).
Upgrades happen when models are updated like NIO NT2.5 . They resume production slowly then they ramp up from month X. 
They might have paused to produce the L90 as they do not have a new factory. They are reusing the same production lines they have currently.
