The app is called @bitchat , launched by Jack Dorsey.

It enables offline messaging and #Bitcoin  transfers via Bluetooth Low Energy (BLE) mesh networks.

Users pre-sign transactions in a wallet, then relay them peer-to-peer across devices (up to X hops).

Transactions finalize on the blockchain only when a connected device broadcasts them.
