Can't let them have a monopoly - would need to allow BNSF-CSX merger to have a duopoly (ie Canada).  Asset divestiture also doesn't seem to be a solution - divest what and to whom?
Any require spinoff would be sub scale unless bought by an adjacent operator such as BNSF or CSX - furthering concentration.
