I see this more as him selling back to Ripple. It's either Ripple buys from the 1.9B Retail or Ripple buys from Larsen and Britto. There's nowhere else to buy from. All open market XRP was bought up pre NOV and only retail remained in NOV that's why price rose to entice holders.
