Central Bank didn't debank conservatives. Private companies did, without courts. Something Central Banks would have trouble doing without risking backlash. Based on that, the risk here really isn't control with CBDC, its giving the central banks direct access to flood the digital supply, diluting the dollar. Having something in the bill to prevent this would be a good but CB's still have ways around it (Tether).
The rails to get money into the system (RLUSD/USDC) are all setup and in theory is all that is needed to bridge the old to the new. The system is ready and is already moving.
To me everything else is show. They wouldn't leave a new system to a bunch of people in congress that don't even understand it. Don't see many options besides defaulting on the FED and creating a new asset backed treasury dollar. At that point CBDC are a moot point but the risk of being debanked will still exists, especially with these new laws for stablecoins. imo
