Having said that I have not looked much into spinning mercury, although I can imagine it conceptionally that any magnetic material amplifying its own properties through extreme rotations or pressures can itself create over-unity by interacting with and siphoning Aetheric potentials. For personal devices I think scaled microchips that harness Casimir forces would be most effective, IEC/MHD/LENR fusion for large scale, and the magnetic motors would be perhaps effective, but more functional trinkets (relatively speaking).
