Alimentation Couche-Tard $ADT.TO made an offer to purchase 7/11 $SVNDY stores for approximately $XX billion, in August last year. However due to "lack of meaningful engagement" from the acquiree, Couche-Tard pulled the plug on the offer. In response 7/11 stock is down 9%. 

Was this a strategic move from 7/11, or just poor management decisions?
