Let’s simplify a little bit,
There was clearly two lanes.
The two lanes continue.
The Waymo was driving alongside another vehicle and then changed lanes to get behind it.
It was a lane change without a signal.  
It’s an understandable mistake, 
The goal is to constantly make progress on these types of errors
