It sure seems to me that a vehicle frozen in an intersection has had a deactivation.
If a remote supervisor has to talk to the passengers inside about attempting to restart the vehicle movement then it sure seems like the vehicle deactivated for a period of time. 

I don’t think anyone is suggesting that a deactivation means that the car is never able to drive again.  

The reporting data is critical in that we must see how often a vehicle loses positive control.  anything other than actively driving its route is essential to catalog.
