That's what this Trump bashing of Powell comes down to.

Can't fire him. 
Can't bully him into resignation.
No real precedence for demotion. 
No power of the purse to pursue them.

Yup, FED IS INDEPENDENT! Like it or not.
It is not just a tag line. Fed chair is AS powerful as POTUS or SCOTUS. That's by design & default.

Will take an act of Congress/Constitution to remove Powell. Trump & All The President's Men are powerless to change that.
