Ben-Menashe's 1977-1987 role in Israeli Military Intelligence is confirmed by Israeli admissions, and senior intelligence official Moshe Habroni, has stated that "Ben-Menashe served directly under me. … He had access to very, very sensitive material." Furthermore, in 1989, Ben-Menashe was arrested in New York, and charged with attempting to sell three C-130 Hercules military transport planes to Iran, violating the U.S. Arms Export Control Act, but was acquitted in 1990, because he was acting on Israel’s orders, specifically for the Israeli Military Intelligence Directorate and Lakam, to facilitate arms deals tied to the Iran-Contra affair.
