Mine isn't really used to heat (although I could) but yeah, modern heat pumps are efficient until minus 15, I think some high end models can do minus XX. But below this, it'll still heat but it's not super efficient (versus natural gas). But you can use a system with backup heat, either electric or natural gas. You might need the backup for a few days every year.
