Schiff’s Maryland home was declared his primary residence during refinances in 2009, 2011, 2012, and 2013 even while he represented California. It was only being designated as a secondary home in 2020 . 

Concurrently, he claimed a homeowner-exemption for his Burbank, California condo, also calling it his primary residence .

You can’t have two primary residences at the same time because a primary residence exemption gives you a better mortgage rate and it also lowers your property tax assessment. 

Claiming two primary residences at the same time to get benefits is therefore considered mortgage fraud.
