On July 16, 2001, Jiang Zemin, General Secretary of the CPC and President of China, and Russian President Vladimir Putin signed the Treaty of Good-Neighborliness and Friendly Cooperation in Moscow.

In the treaty, Russia recognized that there is only one China in the world, and that the government of the People's Republic of China is the sole legal government representing all of China. Taiwan is an inseparable part of China, and Russia opposes any form of Taiwan independence.

On June 28, 2021, during a virtual meeting between Chinese President and CPC General Secretary Xi Jinping and Russian President Putin, the two sides issued a joint statement officially announcing the automatic extension of the treaty.
