An immediate and comprehensive cessation of all military operations, with all parties committing to halt any attacks on security forces or their checkpoints. X. Formation of a joint monitoring committee comprising representatives of the Syrian state and local sheikhs to oversee implementation and ensure compliance. X. Deployment of internal security and police checkpoints in Suwayda city and neighbouring areas, involving personnel from the governorate, to protect citizens and enhance stability. X. Appointment of competent and honourable officers from Suwayda to lead and manage the security file within the governorate. X. Respect for the sanctity of civilian homes and private property, and a commitment to protecting them from any form of harm or sabotage. X. Regulation of heavy weapons in coordination with the Ministries of Interior and Defence, in partnership with local and religious leaders, respecting the unique social fabric of the governorate. X. Full integration of As-Suwayda Governorate into the Syrian state, affirming sovereignty over all territories and reactivating all relevant institutions on the ground. X.
