As of mid-2025, the State Administration Council (SAC) no longer controls the majority of Myanmar’s territory—recent estimates suggest the military government holds about 20–21% of the country, primarily in key cities and administrative centers, while the National Unity Government (NUG), along with its allied ethnic armed organizations, controls or contests a much larger portion, especially in border and rural regions. 

Despite this extensive territorial loss for the SAC, the situation remains highly fluid, with frequent clashes and shifts in control, and many areas are effectively governed by local resistance forces rather than any single authority.
